In the eight years since the Department of Homeland Security opened its doors, the agency has struggled to develop and acquire new technology. The Government Accountability Office has been tracking and documenting those struggles, and in its most recent report outlined three key areas for improvement:

  • Developing technology program requirements
  • Testing and evaluating technologies
  • Incorporating cost-benefits analysis in IT acquisition decisions
