The Obama Administration wants fewer but better nuclear weapons. It has an ambitious, multi-billion dollar, multi-year plan to modernize its arsenal. Considering the controversy over the weapons and the federal budget, the plan has gotten a lukewarm reception from Congress, which held a hearing yesterday.
