  • What is wrong with vetting any Govt budget?

    I used to work in that black world and saw the amount of contractors spike after 9-ll. The polys were usually 1-2 years behind schedule plus I would not be surprised how many investigators just had to pass people through because the politicians wanted Corp America to start raking in the money. My engineering office was bombarded with Congressional ear-marked funds and if we thought it was too expensive, my upper management would force us to push it through the contracts as a sole-source requirement. By the way, those managers are now working for that company with obscure titles to qualify them for 6-figure salaries. No conflict there, right? The country is supposed over committed in war loans from China and others, so we do need to be more frugal even in our budgets for surveillance and intelligence. We need smart engineers and scientist in the Govt making the procurement decisions without conflicts of interest, so we need to go back to insourcing and blocking retirement jobs for Govt employees. NSA needs to be lead organization to avoid duplication, but then they should offer the engineering work to cleared Govt employees before they can even think about outsourcing it. POGO.ORG finds that the Govt pays 2 to 5 times more for contractor services and equipment, so there is another argument to insource. Booze-Allen was getting $250K-$300K for Snowden, but he only had GED and community college courses while the Govt will not even let you do that kind of work without a Bachelors Degree in Computer Science or Engineering. Yes, the black budgets do need to be reviewed for necessity and redundancy before they even get sent to NSA.
