  • I don't think they will get what they want
    The federal government has been moving toward design build for several years now. Most simple construction is done this way. I can tell you now that if you are comparing qualifications instead of proposed designs, most small businesses will not even be considered. A small business will have a couple of engineers with a few years each of experience. Large companies will have an office full of engineers and other technical staff and will have centuries of experience between them. Many small businesses don't even bid on government contracts because they can't afford to spend the resources without getting the work. Besides, how is a business that generally does about $1 million a year in construction work accomplish a $50 million construction project? In the end, as often as not, they would have to subcontract it to one of the large construction companies to actually perform the work. When that happens, the government just pays more and the small business just skims money off the top of the project.

  • Better to use big companies - Politicians get more money that way

    Many construction jobs are simple designs built to national codes, so there is no need for a pool of seasoned architects because that is who came up with the codes. Many small businesses cannot afford to keeping a small army of administration personnel specialized in Govt forms and websites that change every year. Unlike the big primes, many companies do not make enough profit to give much back to the politicians. It makes much more sense to give a big aircraft company like Boeing the border fence contract because then they are better suited to design it than ACME FENCE Corporation plus they get a 20 to 30 percent fee for their troubles. Yeah, it makes much more money, I mean sense to give the big companies the work.
