    So less than 1/2 of 1 percent of DOD civilians have appealed? That is pathetic. Maybe the haters are right. How many of these people realize they are in fact overpaid and not needed at all and are therefore thankful they are still getting paid at all? Its certainly a winnable case. DOD and especially the Army have done absolutely nothing to reduce contract spending. And they are still announcing SES vacancies daily. There are plenty of places to save and avoid the furloughs. But since its so easy to kick around the weaklings, why bother?
