  • In some ways it is more critical now than normal

    There still need to be ways to shift personnel within an organization. There is still some hiring of this sort going on. There are also some smaller agencies that don't have freezes going on. There are also some critical positions that need to be filled and temporary appointments doesn't really do it well.

  • Hiring reforms when there's little hiring??

    We haven't been able to hire ANYONE since November 2012 and some actions were still in process when the freeze went in place late January - 12 months later, they are still not on board. With retirements and people leaving, we have lost almost 10% of our staff - great job with the "hiring" reforms. But guess if you have only a handful of actions then your efficiency should easily improve.
