Hubbard Radio, LLC encourages site users to express their opinions by posting comments. Our goal is to maintain a civil dialogue in which readers feel comfortable.     DoD uses some seriously antiquated software for tracking money. They use redundant systems that sometimes update each other and over write data if not done correctly. Since some of these systems don't talk to each other, it requires someone to write down the information and retype it into different systems. The systems are updated at different times, so there is no real way to get a snapshot of accounts from all systems at the same point in time. There are many people that spend much of their time reconciling this information every week or month. What is found more often than not is that some charge just hasn't been registered in one system or the other when the data dump happened.
