    Don't expect any pay raises above 2% as long as Obama is POTUS. CPI is a given. Very few, if any, federal employees would be furloughed if departments had total control over their budgets. The Dems are worse than the GOP because with the GOP you know where you stand. The Dems do not have the courage of their convictions. They speak out of both sides of their mouths. When they seek the White House they love feds. When they own the White House they suddenly get amnesia.

The world dismissed what Hitler said. And look at the results.----We are not getting raises because the economy stinks. And the GOP will not allow raises. See what they did with the "huge" 1/2% raise. If the GOP got in it would be much worse. We know where we would stand if the GOP got in. They told us. The Dems have the courage of their convictions. Your friends block them from having the money necessary to do what is needed.

    You are STILL blaming Bush? Really? It's a whole new decade and the democrats had total control for the first 2 years of Obama's presidency...enough to ram Obamacare down our throats and against the will of about 80% of the population. The pay freeze was all Obama. The sequestration, complete with furloughs, came from the White House and was passed by the democrat controlled senate and then signed into law by the only guy that has a veto pen. If we weren't handing out free phones to welfare folk, maybe we would have a little less debt and a little more flexibility in the budget. Sure, the GOP are part of the problem, but you cannot be blaming Bush in Obama's second term, or the economic crash on Bush's watch was caused by Clinton.

    First, have you gotten out of sequestration? Don't you fix radar that has a problem? if so, you should be essential like air traffic controllers. Anyway, back to business. Second, it is impossible to get out of the Bush and the Republicans (Not Clinton) Depression. It takes a great deal of time. And now the Republicans are doing everything they can to stop the stimulus. Guess they want another economic downturn. The population is now somewhere evenly split on Obamacare. But you are spouting the radical right propaganda. And no, the pay freeze was all GOP and their lackies, Heritage Foundation and Cato. Look at what they did to the mighty 1/2% proposed raise. They blew it away.You forgot to mention the Republican controlled House as well as the fact that the GOP's in the Senate could have filibustered sequestration. They did not. This was forced on the president by the GOP which would not pass bills appropriating the necessary funds to run the government unless obama agreed with them. Sequestration was not supposed to come about, but did so thanks to the GOP.They are the problem. As far as the Depression is concerned Bush and his cronies did not do anything to control the crisis that led to the Depression.

    Us Feds are apparently the enemy. It's not fair that we have jobs while other Americans do not. It's not fair that we have health insurance while other Americans do not. It's not fair that we get paid vacations while other Americans do not. We are over-paid lazy pencil pushers who all deserve to be permanently furloughed. We need to be punished for the choices we have made. We need to feel the pain of others. How dare us Feds have a job. How dare us Feds even get a lunch break? This is the message we have been receiving over and over again, from our politicians and from John Q. Public. Everyone wants big government when it suits them, but small government when it affects someone else. God forbid that John Q. Public be inconvenienced by the FAA air traffic controller furloughs. Congress rushed in to pass legislation so tha the FAA could rob Peter to pay Paul. I doubt few will complain on the days that the IRS is shut down. I wonder how many billions of dollars will go permanently uncollected due to the IRS shutdown days. How many will complain when other other Feds are furloughed? As long as John Q. Public is not inconvenienced, the rest of us will continue to endure pay cuts. After all, we are the enemy, we are evil, just ask the politicians.

  • Senior Auditors Should Be Replaced

    IRS will continue to collect most revenue by automatic deduction from pay of everyone drawing a paycheck. I doubt billions will be lost because of delayed audits -- collection delayed, perhaps. If billions were lost, that would mean senior auditors failed in their audit plan and should be replaced.

    If what you say is true, no loss of revenue from reduction of revenue due to fewer audits, and ultimately, any revenue foregone due to delays in collection being subsequiently ealized may make some politicians wonder; Since little has changed as a result of the furloughs, couldn't we do with less all the time?. I think this could apply in other agerncies as well. "You have done well with less,therefore we can cut you next yera'.

    I retired after over 40 years with DoD, of which, 38 were as an auditor. I'm quite versed in audit process and, yes, IRS audits. I don't denigrate the IRS, solely remarks that don't hold up to logic and audit process. Only logical assumption from refusal to explain would be there is no explanation.

    Please explain how you are well versed in IRS audits if you were a DOD auditor. Since I am not well versed with DOD audits, I doubt that you have a clue with IRS audits unless you were an auditor or you represent people or businesses before the IRS. Please tell us.

  • IRS Examination is Very Different from DOD Examination

    Ben, an IRS income tax examination of a large corporate taxpayer is very, very different than a DOD exam. My job is to ensure that the taxpayer has properly reported the correct tax liability. Tax law is so complex and convoluted and difficult. We get into GAAP, SAP, Tax Accounting, tax laws, regulations, procedures, rulings, and case law. We master the taxpayer's electronic books and records. A large-case exam is multi-faceted and very difficult. The only point I agree with is that we do plan our examinations no differently than a CPA plans a certified audit. I have never done a DAD audit and I would not pretend that since I am a large-case examiner that could step into the shoes of a DOD examiner. My comment that shutting down the IRS for 5 - 7 days will result in permanent uncollected tax and lost interest stands. If my job is to pick up one bean every day, Monday through Friday, and put each daily bean in a tin can, and it takes me 8 full hours to pick up that one bean, such that I pick up 260 beans a year, if I miss one day of work, then there will only be 259 beans in the can at the end of the year. If I miss 7 days of work, there will only be 253 beans in that can at year end. Multiply these lost beans by the thousands of employees who have a hand in examining, collecting, processing, depositing, etc, and that is a lot less beans. You seem to have it out for the IRS, based on several comments you have made int he past. Do you recall saying a while back that we only pick on the poor people? You are wrong Ben, and your comments are hurtful to those of us who care very much about what we do for a living. Ben, as a retired fellow Fed, I would hope that you would have more respect for us "bean counters". Congratulations on your long career as a DOD auditor and I hope your retirement is happy and fulfilling.

    My SBSE audits do not realize that kind of revenue. however, I make much more for the government than it costs to employ me. Your point is well taken.-----Ben, your audits may have some similarities. You may do some forensic auditing to determine whether the contract is being followed. However, it is still very different from determining whether taxpayer has reported the correct tax liability.

    What kind of logic are you bringing us? Is this fantasy land. Why do you doubt the loss due to less audits? There will be less audits due to less audit hours. And there will be less collections because collectors will be putting in less hours to collect the debt. And who are senior auditors? I assume you mean management. Why are you blaming them for the actions of the politicians? Maybe your friends in the GOP should be replaced as they are the ones not giving the government enough money to do its job.

    Any audit activity, private or government, have senior staff. Private firms have Senior Managers and Partners. Government senior auditors are usually GS13 to GS15s. Senior auditors are responsible for determining what is audited, the resources deployed (field auditors) and time spent, which is usually priced out by time and cost. The 5 to 7 planned furlough days will cut into their plan. However, the audits that usually yield the most revenue will still be performed. Those that don't will be deferred, or not done. If that's not the method used, then, IRS audits should be reviewed by the Treasury IG for performance problems.

    First the case goes into a computer to determine the probability of error. Then a person looks at the return to see whether the return should be examined (a non manager) Then the case goes to a group manager via a central point (simplified) The manager may or may not look at the return. The case goes to an agent who decides whether the return should be examined. The manager then reviews the agent's decision after a survey or examination. This is one of a number of ways a return can be examined. Your IG comment is total nonsense. And it may or may not be true concerning the best cases. You can never tell what will happen.

    The President has been doing what he can to shield federal workers from the worst of what the GOP has been attempting. CPI doesn't affect any of us because Congress never gives us a full COLA anyway. If the GOP had their way, Feds would not only have a pay freeze, but by now 5% more of our salary would have been taxed away for healthcare. The upto 5% matching for TSP would be gone, and all those retiring now on the old retirement system would be going out with next to nothing. Politicians on both sides act like we can enforce the thousands of programs they have created with the same oversight but with 20% fewer people. All that has ever done in the past has lead to replacing all those federal workers with even more contractors and driving up the overall cost of government even more, because it takes so many people to get the job done. No matter how you cut things, you can't do the same work with that many fewer people. We are losing retirees in droves this year and likely RIFing younger ones next year, so we lose corporate knowledge and any hope of training replacements behind them. It will affect retirees far more. The current COLA calculation is a farce as it isn't calculated for retirees, but for clerks. Seniors expenses are driven much more by healthcare costs than other living expenses, but if they used the right numbers, we would already be broke. It has been a convenient way to ignore the rising cost of healthcare for decades.

    The results are that we may be having a recovery from the Bush and the Republican Depression. The results are that we have avoided most of the GOP plan to stick it to us. The results still stink, but you can thank the GOP for that.-----Abnd yes, Bud, Obama has done as much as he can for us. Be thankful you left the government when you did. Things are not good. The tone you read in the posts is accurate in my opinion.
