    What seems to be lost here is that this bill does NOT tax internet sales, nor allow states to extend their sales taxes to internet sales. It merely deals with the COLLECTION of the taxes. These purchases are already taxable. It's just that the buyer has to report it to their state taxing authority as a use tax (equivalent to a sales tax). Most never do, which is a form of tax fraud. All the publicity over this and the way it is being worded may lead people to honestly believe the sales are not taxable at all.
