    Sorry that apparently most of your commenters have had bad experiences with Mr. Berry. I recently went through the retirement process and OPM (and my Agency) hit every time marker and their calculations and mine lined up exactly. Regarding weather predictions; there may be someone who can accurately predict Washington weather but I have not met them yet. The current regulations concerning snow days are the most reasonable I've seen so far. The observations about morale and management unfortunately apply to most Government agencies. I'm afraid it is simply the nature of the beast when career employees are run by political appointees.

  • OPM Director Berry - Good for Feds

    It looks like the comments so far are anti-Berry. But let me speak up in his defense. i first ran into Berry when he was Dir of the National Fish and Wildlife Foundation. I heard at first that he wanted to cut the program that my agency had partnered with NFWF. I was sure it was doomed, even though it was a very worthwhile program. When had that ever mattered? But then an odd thing happened. Berry listened to his staff. When they explained the value of the program, and how important it was to partners and those that benefited it, and that it had a huge leverage ratio of federal resources, he LISTENED. He became one of the programs greatest supporters. That program is still running 10 years later, and still has huge state support, partially because of Berry. I've seen the same characteristic during his tenure as OPM Dir. I don't believe he can be blamed for the backlog of retirement processing. You can never prove a negative, or that the backlog might have been much longer without Berry's changes. AND he's been a great supporter of Feds. When the Conservative Think Tanks were (are) trying to paint all Feds as lazy, useless and overpaid, Berry came to our defense immediately, in writing, in public. Have you ever heard of another OPM Dir doing that? seems to me they were always trying to make it tougher for Feds. Berry may not have "fixed" all of OPM's problems. But he made a start, and he put his whole heart in it. I'd be happy to see him as Dir of the Veteran's Affairs. Maybe he could make some sense out of that quagmire.

    OPM's spectacular failure of a project to automate retirement, I believe, pre-dated Berry's time at OPM. My retirement, 10 months ago, went fairly smoothly. First partial was small, but the next two were about 80 percent of final, which was within two dollars of my estimate.

    Maybe a small fraction of processed retirements went as they should've. My experience of government officials, career and political appointees, is to make excuses when they're not doing their jobs well. How many times have we heard "we're working hard to solve the problem" (often before congressional committees) but the problem never seems to get solved. Berry is a lousy public servant and his fecklessness should not be rewarded by an ambassadorship. Maybe his experience at the zoo qualifies him to pursue kangaroos, but I doubt it. John Elliott

    I just filed a MSPB case this week. Naming the OPM Director and SECEF. This case involves NSPS reconversions to GS and the salary reduction I carried into federal retirement 31 Dec 12. on 9 June 2010, OPM falsely testified to congress (Senator Akaka HI, Retired) that not a sole was making less in NSPS and would not going back. both were outright lies in regards to special rate career fields, oversea foreign locations. I guess the new guy will get an tax payer funded TDY trip to San Francisco to meet me in MSPB court. I just hope the fool at OPM that actually testified is still on the payroll when he gets back to the beltway.
