federal or state employ for the better part of 3 decades there is a quiet and seldom talked about problem with any manager in government service firing anyone; they can't. There has to be several negative performance evaluations each giving the person in question the chance to fix the problems, then (in the case of the feds) a counselor is assigned to aid that person and even then they are given many chances. The operation could go on for years and has. Unless it is within that first year of service there is no "firing". While I appreciate the Unions, this is one thing that should be changed but never will be.
