  • Phased Retirement

    A FERS retiree would be stupid to take phased retirement because they would only get 50% of the basic annuity. If they chose phased retirement with 30 years service, then they would only get 15% of their pay. A CSRS retiree would receive 28% of their retirement. The FERS retiree would not receive 50% of the Special supplement which is part of his retirement if he retirees with al least 30 years service and with the MRA. I am currently 55 years old with 31 years of service. My MRA is 56. If I phas retire at 56 with 32 years service, I would receive 16% of my salary! The CSRS retiree would receive 30% of his salary. Not a good deal for the FERS folks!!

    FERS: Join it and you'll be happy. Translation: Join it and we hump you; you cost us less. Savings bonds: Patriotic help to the nation. Translation: Under-market rates of return, and we tax it back from you, sucka! Increased age requirement: And the horse you rode in on. Have your papers all filled in except for signature and date. If the effluent contacts the air handler, it takes about 30 seconds to retire. Hand it in, get it date / time stamped, get a receipt, and walk out. Many have done so. Adios, exploiting dirtbags, and you're welcome for my 30+ years of faithful service.

    Only in government would taking six months to issue proposed implementing guidelines for a piece of relatively straightforward legislation be regarded as doing so on a "fast track." The president signed the authorizing legislation in July, and OPM now hopes to have the proposed "phased retirement" regs out by next month. Yet Mr. Berry says that it will somehow benefit employees who are now mulling retirement by the end of the month (FERS) or by January 3 (CSRS), because the proposed regs will somehow belatedly let them know what to expect the new process will entail. This is incomprehensible even by OPM's low standards.

    So those of us in the working (non-management) ranks should jump at this?? While the upper GS level retirees are granted waivers whereby they can collect full pay (at the same high GS levels) AND collect their full retirement?? Think again, is this really such such a great deal? You you can retire, go to work for a contractor, be self-employed (ie, get your tax write offs) and collect your full retirement as well as whatever pay you want to work for from the contractor. Is this a great plan for retirees or a way to get cheap labor? This plan gives 'doing more with less' a whole new meaning!
