    The DC-Baltimore area needs to be split. It is much too large. DC and Baltimore need to be separate areas. Also, is it really necessary to include part of West Virginia in the definition?

    Baltimore and Washington, w/ parts of WVA, are in the same local pay area for one reason....to hold down the rate of locality pay in Washington and its immediate suburbs, which makes up the largest single chunk of white collar feds. W/o Balt and WVA in the formula, locality pay in DC would go through the roof.
