    As the article stated,IRS has been plagued with inefficient systems outcomes for many years.Some go as far back as 1985.Will it really change with Milholland's approach?Only time and taxpayer satisfaction will tell.IRS has had a revolving door of CIOs/CTOs since the mid 1980s.Each lasts about 3 years.Hopefully,Milholland will change that.

    As someone who involved in this from day one, I can tell you that we have no intentions of losing our certification. I can tell you that there were a lot of late nights on each project getting all the documentation together and organized. Never say that government workers are lazy because there were over 100 documents needed for this level.
