    The bigger issue is why a DoD Top Secret SCI access clearance, is not good enough to work in the official mail room of any Home Land Security office. The reason, HLS does not recognize DoD clearances and it is legal to send US Secret material via US Post Office Registered Mail. This may help explain why the Secretary of Defense is not briefed fully and openly by such agencies as the FBI, because by HLS definition, the SECDEF is a security risk to the country. I guess another question is who does the clearance documentation on the Senate Intelligence Committee.
