    My plan to drop retirement papers this year just went off the table. I found out the best kept secret since who killed RFK. My position and a many others are gone Sept 2012. As in never to be filled by a federal employee again. My money is riding on a convicted felon replacing me as a contractor. Heck the last base security contract allowed up to four non firearm or spouse beating felonies and still get a job on the front gate. I will get my step 10 back in Jan 2013, so rudely taken away after holding it three years prior to the NSPS experiment began in 2007. When NSPS was replaced by GS in June 2010 and math I still do not understand nor do a couple congressmen asking questions how I lost out in the deal. I dont want to stay on the clock long since we all will be taxed a full 1.5% more next year in FERS. Just enough to bump TSP a little and bluff them into a $25k VSIP. I need my Hi3 to continue to be screwed up due to the NSPS to GS thing so the minute OPM figures my formal Hi3, I file both an age based EEOC complaint and MSPB lawsuit, in part naming OPM, because they falsely testified to Congress on June 9, 2010 about cases overseas losing money. Tsunami or not, the House is once again attempting to come up with about $340B in savings ($83B on the back of the new FERS program). Now I am no math genius. But, a forever 5% reduced take home for zero gain, is not very helpful to recruitment or retention. Laws on the books prevent contractors from doing Govt work. How do they figure to get the federal job done in the future. Wait they dont. This $340B over years is replacing just the $600B in automatic spending cuts as required for FY13 in DOD alone, formally called Sequester Replacement Reconciliation Act. This cop out by congress just hastens the end of the republic as we know it, when China calls in their margin or even more scary (NUF side note) cow passed gas (methane) causes the atmosphere to ignite.

    At my agency it looks like the retirement tsunami continues, with the unofficial spectre of doomsday looming when the automatic cuts come in. Note to departees: thank you for saving jobs for the rest of us, even though I must have some seniority there are others whose jobs are saved. Note to NUF: It was only when the dinosaurs got together in one swampy river region, one day to be named Potomac, and bloviated excessively that the air quality suffered.

    One month doesn't tell much. There are going to be variation by month, and they say very little about the trend. Look at the numbers differently. For the first 4 months of this year, OPM expected 39,600 retirements and there were actually 42,500. 3 of the 4 months there were more than expected. Looks like the tsunami is on, or maybe not quite a tsunami but definitely a significant uptick in retirement. I plan to join this wave at the end of the year. A factor is the atmosphere of hostility to federal civilian employees which includes both the President and the presumptive Republican nominee for that office.

    Here at TSA they are doing "position reviews" for all 15's where the intent is to scare off those retirement eligable and demote to 14 those that have too long to wait. Since they are paying for the 15 wage for two years after demotion, there is no incentive to leave until that money reverts to 14 pay. Additional bonus for TSA is it reduces the number of 15's so shows Congress there is headway in reducing the top heavy claims while giving the contractor (Lockheed??) an endless supply of new work reviewing the positions of its 15s.

    My agency offered several waves of buyouts from November thru March. The last buyout was to get employees off the rolls by May 30. Of course these were "focused" buyouts that were offered to non-front line employees. In fact, there were many graying employees that fully intended on retiring December 2011, that also received a $25K handshake. Now that buyouts are off the table until October, retirement applications will slow down giving 2012 retirees a chance to max out their annual leave balances (240 hours plus 208 earned in 2012) for a maximum payout the end of the year. HAPPY PUBLIC RECOGNITION WEEK!
