One, the guilty have organs harvested and given to Medicare recipients (these would be non life ending transfers, say one eye or kidney or for the most stupid males one testicle). Two, They come to Kuwait and clean American Solider bathrooms or perform base security duties. Option two is good enough for people to stand in line in depressed third world countries that don’t have Welfare, to come here to work and feed the kids back home. They get paid about $200 a month for this work. They also get one hot meal a day, some kind of swill in tin cup, or tin can they dug out of a dumpster. They also have dozens of men in what would be a standard American master bedroom. I hear the tough ones get the closet for semi private sleeping room. They could bank their reduced to GS9 salaries that they agree to, avoiding option one. They would only receive the salary of the current slaves doing this work of around 40KWD or $140 a month to spend locally. This follows the reason us feds overseas were left off the FLSA law years ago. One section states something like full overtime for feds would create a favored group of people in the depressed locality. I recommend for every charge or for that matter to receive unemployment or Welfare, they all get bussed here to work for food (er swill), 90 days for every charge or biweekly Welfare or unemployment check received. Naturally the SECDEF would get to take his Gulf Stream over and get a US Govt paid for Blackberry and if he is tough enough the closet. But those Secret Service folks are trained killers who like private bedrooms it appears and he might not want that fight. For option two to be a valid option. The sitting President would need to make sure the federal law that prevents anything except emergency humanitarian aid with the US State Dept documented slave state of Kuwait remain current. He forgot to waive that law last September 2011 for 3 weeks. Try as I did at US Immigration to be arrested for having violated said Federal Law (passed years ago by yes, the US Congress) last September, neither INS or CBP would arrest me or the dozens of military on that same flight. I call that selective enforcement of federal laws by very low level people. So INS and CBS could join the SS and GSA over hear as far as I am concerned.

    GSA and the Secret Service need to clean house and fire these guilty offenders after the investigations are completed..No deals,no long suspensions,no retire now/early options.These offenders are an embarrassment to the rest of the follow the rules of conduct feds.

    I agree that the guilty should be disciplined. Perhaps there should be some firings and prosecutions. But one size does not fit all. First, suppose one person's offense does not meet the level for firing. Suppose there is evidence that there might be wrongdoing, but it is questionable. I suggest that one gets the evidence against each party and metes out the correct punishment.

    According the AP article on Panetta's spending, Former Defense Secretary Rumsfeld spent weekends on the Maryland coast. It didn't cost $800,000 for rides to Ocean City. Serving your country at the cabinet level, means you have to make sacrifices for your country to perform the job. (Ask the military personnel serving around the world.) If it is more important to spend time at his walnut farm in California than to serve as the Secretary of Defense in DC, then Panetta should resign. Regarding the Postal Service item and Tax Day, it is rather ironic that the USPS folks are bantering about increasing the volume of mail, while the IRS is pushing e-filing. 80 million e-filed returns this year cost the USPS $36 million in sales.

    Looking for waste and/or fraud in government spending? Just take a look at the spending habits of every agency during the final two months of every fiscal year. Not to say there isn't legitimate purchases, but if you're looking for waste or even fraud then look at the spending that goes on in August and September.

    Unfortunately, there is a reason for this problem. The agencies are forced to spend the money or give it back. And appropriations for the next year might be less because they did not spend it all. A better solution would be to let the agency keep the money for the next year and spend it more wisely.

    I have saw EOY funds used on everything, most things not really needed, some years later still out in locked shipping containers. Heck I was handed $100k a couple years ago and told I could do anything I wanted with it. We would get into a security problem if I told the world how I was not able to commit those funds by 1 Oct. I can say contracting kicked back my SOW because I had the audacity to state that only US cleared and security clearance holders could perform intrusion detection parameter settings on a formal restricted area. Contracting told me I could not require US security cleared people and for that matter the prime could sub out to a team from Pakistan if they wanted. That same year however, my higher HQ spent most of $1M on stuff for a different contractor. That I will note the contractor had been paid in advance to procure to meet the scope of contract, but had not. Thus I suggest a 10% federal wide cut on all contract spending.

    Spending $1,000,000 on battery back up systems and HVAC and giving that equipment to a contractor, under contract to provide the same is a violation of the FAR. Doing this in late September because the money is burning a hole in someones pocket and will be lost forever if not 'spent' by 1 OCT is exactly what you complained about.
