    It will be easier for Rick Perry to remember one agency rather than two. But seriously, I think it's a great idea. After a cursory look at all the EPA programs (or, at least, the well-known ones), I can't see any reason why they shouldn't be combined. There are plenty of other indepedent agencies that can be combined into an existing cabinet agency: Put the Small Business Administration into Labor. Put the Social Security Administration into HHS. Put the NSF, NEA, NEH, and the Institute of Museum and Library Services into Education.

    Currently, EPA regulates much of the non-radiological clean up, so how much will it cost to make statuatory changes in the Resource Conservation Recovery Act, Superfund, Clean Water Act, Clean Air Act. Most citizens and Congress seem to forget that DOE is not just energy efficiency and energy information. DOE is the responsible agency for the former nuclear weapons complex and the clean up of this legacy. Maybe the energy efficiency program and the science research and development programs should transfer to EPA.
