    The brass should be more concerned with how the military treats DoD and civilian contractors. Most military types think DoD civilians and contractors are subject to the UCMJ. That's why (they) are ignorant of Title VII which covers employee's Civil Rights in the workplace. BTW, Title VII doesn't apply to the military. However, military personnel can be sued under Title VII for sexual, gender, age, religion and race violations against civilian employees. Title VII also specifies that a "Hostile Work Environment" is unlawful. A Hostile Work Environment doesn't have to be about one specific issue. It is defined as any work environment that condones verbal abuse, threats, harassment of any kind, thereby creating an atmosphere where the civilian employee cannot do his/her job effectively.
