  • SES and mobility

    The SEA pronouncement was eminently predictable. Its SES membership overwhelming has always opposed the goal of enhanced interagency mobility for career senior executives since inception of the SES, stemming from its creation via the CSRA of 1978. This has been seen in the apathetic at best efforts at the individual agency level to make such mobility a reality - unless motivated in a few cases by political appointees' desire to punish via exile a problematic or otherwise recalcitrant career SES employee. This pattern of behavior is seemingly eternal, and all the breat-beating and hand-wringing of "good government" types have had and will have little if any impact on this issue accordingly.
