  • PFP is based on
grade, not performance. If you are a supervisor, you are going to get a high rating in the greater majority of cases. You are going to get the greater majority of bonuses and pay increases. I dare anyone in the federal workforce to tell me their agency or organization paid out more in bonuses to non-supervisory employees than to supervisors. I dare anyone to tell me that their non-supervisory employees had a higher average rating than the supervisors. And yet what makes this so incredulous is that if it wasn't for these employees, the supervisor wouldn't have done (supposedly, logically) so well. They get the reward for the work of their "underlings".
