    OK fine got it Feds are lower than whale excretions on the bottom of the sea. Fair enough, you are what you eat congress. Now show your real metal congress and order all federal service contracts that were not subject to formal A76, terminated for cause, immediately. The US Govt can hire NTE emergency federal over higher feds if this means Soldiers in the ME would end up cleaning their own bathrooms. Then order all contracts that are still in place after this screen out, funding reduced to FY010 levels. That means no automatic option year 5% increased costs going forward, in some cases this increase in contract cost would have been passed down to the person that works on the contact (not the CEO and $400,000 managers). Thus the federal pay freeze retroactively impacts the entire federal work force.

    "An OPM study estimated that between 3 and 4 percent of all feds were poor performers." What percentage of the OPM folks that performed this study were poor performers? I'd say 50-75%. The vast majority of feds that get automatic WIG's, even though they do not deserve them are freeloaders that did not obtain their positions on merit, but based on a wide cadre of liberal feel good factors (diversity, tolerance, cultural transformation et at) that really have nothing to do with servivg the public trust by WORKING AT THE BEST OF ONE'S ABILITY.

Please share your research and data that backs up these hateful claims. I am a college educated professional with almost 25 years of exemplary government service, and regardless of the CBO's recent study that proclaims that I “make about the same as the public sector”, I most certainly do not. I am very familiar with the salary and benefit packages of those doing a similar job in the private sector, and even those that do not have as many years in their position make $35,000 or more per year than I do. I work very hard, I am loyal, ethical, and very good at what I do. In return, I receive an annual award, and every few years I receive a WIG increase. It is not handed to me, and I most certainly deserve the step increases. I know many federal employees who work just as hard, and are just as deserving of WIGS as I am. My promotions have always been based on merit rather than on “EEO” factors. I agree that at times, promotional selections are made based on such “EEO” factors, just as I believe that sometimes employees in smaller POD’s are passed over for those in large metropolitan areas on the false belief that an employee from a large city must be better than one from Timbuckto. However, based on my experience, the majority of employees with whom I work are intelligent, loyal, hard working and most deserving of any WIG’s received.

    I thinks its funny reading all the posts from the bleeding heart liberals in response to the various proposals to cut federal employee benefits. All they do is whine. The fact of the matter is most, if not all, of the proposed legislation will never become law. Remember you bleeding hearts, Obama has to sign these things into law and he'd never do that, right? Let's examine the only legislation so far that Obama signed which resulted in reduced pay or benefits for federal employees. That's right folks, Obama's 2 year pay freeze, which he and his super majorities in the House and Senate shoved down our throats, is the only adverse legislation to become law. So please, you bunch of whining left wing liberals, don't tell me what's being proposed and who's proposing it. Tell me what's actually become law and who signed it!

    Let us look at the total picture, not just the part where you weasel word in order to blame Obama. Let's look at the garbage from the Heritage foundation and Cato that spouts the nonsense that feds are overpaid. That is called propagandizing the public (voters). Let's look at the garbage bills that your radical right friends in Congress that keep on pushing bills to stick it to us. Let's look at the filibustering they do to cut the budget on the backs of feds and the middle class instead of properly taxing the wealthy. Rob, 1984 was 27 years ago.     My agency has over 50,000 employees...and none of us got a step increase. Yep...all pay banded. We haven't got a promotion, step increase, in band increase, or cash award in three years. When I was GS I couldn't wait to get banded for the higher pay, but once got here I realized its a huge scam!I really don't have an opinion on stopping step increases since it doesn't impact me, but its too bad there are so many different pay systems within the Government where we're all not on even footing....

    I will bet my left Kidney that when/if step increases are halted. Your pay system still gets the portion of the annual raise tied back to award money. We would have gotten that had we still been in NSPS. Part of that paid as a onetime award, the lions share added to salary. Course if your pay for performance plan is anything like ours under NSPS. Over 50% of the pay pool will be rated as god like role models and that valued performer who gets the valued employee rating gets stiffed because all the money is paid out to way over rated human gods.

    Those railing against certain PARTS of the system, e.g. WIGS or SSS, obviously are subject to OTHER PARTS of the system. I've got a better idea, instead of piecemeal changes, if everybody agrees the system doesn't work, then rebuild it from scratch. While we're at it, let's address all the other spending too.

    I will be in NC and the DC area late Feb and early Mar. I would enjoy meeting you and buying you lunch. Just for the wisdom that you have that might rub off... But if you are in DC we better have lunch off the beltway. It would be a very bad thing for any of your smarts to leak out on Capitol Hill. The ensuing Lemmings to the Sea dash, like $100 bills were blowing in the wind to grab, would cause death and injuries all over town as Congress ran into the streets trying to get smart.

    The one fed I work with still in a pay for performance system, the Intel field thing (DCCPS) whatever that is. Well our leadership screwed around on her 2011 evaluation and submitted it too late to be considered in the pay out. That left more money in that pay pool to pay everyone else a tad bit more (in addition to divvy up the funds available to everyone) starting the 1st PP in 2012. Not sure what program you are on, but I suggest the entire 50,000 of you write Senator Akaka who lead the death charge against NSPS, you could copy the Secretary of Army and Director of OPM when all that goes in the post.

    In addtion to award money, pay pools in 2011 also had the old GS step money to divvy up. No annaul COLA to add to that, but As I hear, most people got about a 1% annaul raise in 2012 if they were in a pay band, pay for performance program. Your team apparently the only one I have heard of that did not.

    Federalnewsradio is NOT the forum to go to for factual reporting on any issue involving the federal workforce. Fact: HR 3844 known as the HONEST BUDGET ACT OF 2012. The THOMAS website (http://thomas.loc.gov/cgi-bin/thomas)lists the current status of this bill as: "1/31/2012 Status: Referred to the Committee on the Budget, and in addition to the Committees on Rules, and Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned." Folks, some bills never even make it out of committee. So how does federalnewsradio conclude that within-grade-increases are a done deal? Do they have a crystal ball? Federalnewsradio, please clean up your act and provide information that is a service to your readers.
