    Debra Roth is no authority on postal union contracts. If she was, then this story would read that anyone employed with less than 6 years of service could be layed off. Try using someone working for the PO or its unions to provide correct information.

    In 1970, when the U.S. Post Office became the United States Postal Service,it was declared that employees would NOT have the right to strike. In order to balance the issue, the Postal Service agreed to a no lay-off clause for employees who have a minimum of 6 years seniority.
