    "will boost private sector employment by slowing the explosive growth of the public sector," The only way this statement would make sense is if he intends to replace federal employees with contractors. Reducing public sector employment has never boosted private sector employment unless public sector workers were replaced by more costly contractors. So this bill would be, in effect, another tax-payer funded subsidy to the private industry. Taking away from the "poor" and giving to the "rich", in other words.
