  • Bad boss management
    The article obscures the difficulty involved in dealing with a poor supervisor. Mr. Palguta's tale of a GS-13 who took his concerns over his boss to a local DC newspaper is intersting for what it leaves out, i.e., the risk that the courageous sbordiante took in so doing. Whistleblowers have an iffy record of success at best, defined as keeping their jobs when they blow the whstle on an offending offcial legitimately. Also, there are very few civilian agencies using the 360 degree approach. Management unfortunately but understandably resists any such official subordinate-level feedback mechanism, and in those instances where the approach is used, it's impact has been murky at best. There are no easy solutions to this problem.
