  • Innovation Challenge for Federal Agencies
    VanRoekel is right on for making this a priority, but must first attack the barriers to innovation found in the acquisition process and Defense Industrial Complex incentives. As the FAR prohibits federal agencies from assessing any company or technology outside a specific procurement, this creates a knowledge vacuum that undermines the requirements, market research and acquisition processes. You cannot acquire or manage what is not understood. 99% of all IT innovations are born in the commercial market, not here in the public sector, which requires a new type of organic structure that is not compromised by self interest. Years ago, OMB sought to embrace a Solution Architecture Innovation Lab concept that would operate as a public/private partnership. With the change in administration, any effort like this would lose traction if not institutionalized.
