    Evidenced gathered from a three year study of IT program failures and cost overruns suggest that previous attempts to consolidate IT infrastructure have struggled at best, due to failures in the basic management and acquisition structures. If insanity is continuing the same process and expecting different results, then one would conclude that agencies should prioritize its efforts to fill gaps in both management practices and expertise that have failed previous agency efforts for the past 10 years. Many are learning that big is not better in terms of contractor support. Agencies need some new thinking and non-traditional suppliers with proven access to commercial best practices and proven ability to guide successful execution. Anyone looking at the top failures in IT Infrastructure consolidation will recognize the same big name contractors who advertise heavy and deliver light.
