  • Pathways Programs

    The proposed Pathways Programs regulations published on 8/5/2011 included a Recent Graduates Program (RGP) component which was obviously intended to replce the superseded Federal Career Intern Program (FCIP), effectively struck down by MSPB's Dean v OPM appellate case decision on 11/2/2010. The RGP is premised on the assumption that recent grads and students need in effect to be regarded as disabled vis-a-vis applicants with significant prior work experience for entry level jobs who are better qualified than they. This used to be called the merit system in operation. The RGP is more exclusionary in impact than the FCIP in that it sets a threshold barrier of requiring that only current students or recent grads need apply. In that respect it's far worse than the FCIP.
