    I remember OPM saying they hired a contractor to do this several years ago. Why are OPM employees doing this again?

    My experience with contractors would say that it's because, typical of contractors, they didn't do what was needed: Uhh as a guess: 1) the contractors scanned about one document a month 2) the contractors scanned only the blank sides of the paper documents 3) the contractors put the digitized documents on a thumb drive which they soon lost So, as usual, the government civil servants had to re-do the job that the contracting company was paid enormous sums of money to do.
