    Can a federal worker simply refuse to use his private vehicle for official business, if he doesn't consider the reimbursement rate acceptable?

    Using a personal car for work is not required, so a decision to opt-in or out is not required. Unless your position specificially states that you must have a personal car and use it for work then you cannot be asked nor required to use a personal vehicle. Remember, the reimbursement rate is not just for fuel, but also wear and tear, maintenance, etc. If you decide to use your vehicle instead of a government provided one, I hope you are considering the costs of everything and not just fuel!
