    Mr. Berry is probably smoking something illegal if he really thinks - absent provision of true financial incentives in a pay freeze work environment - that any significant change in Federal employee on-the-job performance for the better is going to be motivated by exhortation, public commendation, and "the chance to innovate." He is obviously shying away from the union-abhorred pay-for-performance concept, but this just dooms his well-meaning but nugatory initiative to mere bombastic rhetoric. Again, feckless posturing substitutes for meaningful reform (so what else is new).
