    Jason, this is a very timely and well sourced article. The IT-Acquisition Advisory Council partners have drawn similar conclusions, with noteworthy contributions by Dr. Jack Gansler, UofMD School of Public Policy, Honorable Mike Wynne, Honorable John Grimes, Kevin Carroll, Dr. Marv Langton, Tim Harp, to name a few. Having helped streamline IT Acquisition (per CCA and Section 804 of the NDAA) for Defense and Civil Agencies over the years, I can tell from first hand experience the struggles of many CIO's seeking to empowerment. Without leadership you get chaos, with everyone buying their own toys. I believe this congress has the political resolve to take on these root causes. We are blessed with enlightened leaders like Frank Kendall, Vivek Kundra, Teri Takai and Dr. O'Neill who bring unique blend of experience and determination to take on the many rice bowls that others could not overcome. We may have the perfect storm needed to overcome inefficiency and analysis/paralysis that we can no longer afford. My recommendations to agency heads is straight forward; cut fat or muscle, and recognize that you cannot fix today's problems with the same thinking that got you there. Time for some new think in Federal IT.
