    They MUST be required to rotate! Why do you think the military requires it? Certainly not for costs, but for many other reasons. Like in the Navy command and activity were I work, most of the SES level folks are there from inception to date. They form their own kingdom that is riddled with abuses. Occasionally they rotate, but it is pure volunteer. A mandatory rotation of every 4 years should be made throughout the fed for ALL SES with no exceptions. I have witnessed many of them over the past decade retiring, waiting the fiddle-faddle one year and coming back as execs or high paid consultants for Contractors that they were suppose to oversee in their fed position! There should be a 5 year rule to them coming back and working for the contractors they associated with as a SES. But spending money on their training may help. Start with the merit principles please!
