    Let me look at what is in the tool bag to retain employees Get out of college, get a Fed job ----- Oh boy. Get less pay because it is stable and no fear of contract issues. Always get less pay because it is stable. Have pay frozen because you job is stable and there are no contract issues. Have Fed lifetime income cut (retirement) because you can get more votes getting into and keeping yourself in Congress. Go to Afganistan or Iraq, get less pay for that than before. Have time off without pay to save money ... but not mine. Do more with less, as a result of hiring freezes. Have all my buddies make more than me in two years and have to live with one of them because I can't afford to live in my own place ... hello Mom and Dad. Get offered to move up to mid management or higher and get told you can no longer put in for overtime or comptime because your job is stable. Get to recruit as long as you can not tell people about all the incentives other than you will have a stable job. Get dumped into a new pay system that will provide no more pay for performance, atleast for three years, but your job is stable. I know I am missing a few ... I am sure the SES's have major issues too ... after all who wants to be one of them right now? Everyone please help me with the list ... I think mine is to short. I have not found a good one yet for Agencies to use ... any ideas?
