    Are you serious... these "ideas" are not new. I've been dealing with OMB and Exhibit 300's for many years and these are the same ideas that have been proposed. Aligning the budget with "technology" cycle. Hey while we're at it, why don't we change the election cycle to align with the technology cycle.... maybe just maybe OMB needs to remember what drives the budget-- the MISSION, not the purchase of equipment and software. Streamlining... hmmm, OMB adds more connections and reportings to contracting... and can't even really figure out what the elements are-- then dings us for not being able to provide information on a CONTRACT THAT HASN:T BEEN AWARDED... superficial assessments usually designed by contractors. Seriously, when is OMB IT going to connect with their budget side and stop trying to control every aspect of IT purchasing via a one size fits all electronic analysis of an exhibit 300 or IT 53...
