The House Armed Services committee will start out Wednesday on its gargantuan, annual task of marking up and voting on its version of the Defense Authorization Bill for 2014. The bill covers every spending and policy issue from soup to nuts in the world of defense — including, every year, several important provisions on military personnel matters.
