Jim Zarzycki leads Noblis efforts in the area of Chemical and Biological Defense. He joined Noblis in 2008 after retiring from DOD. He is a former Director of the Edgewood Chemical Biological Center (ECBC), DOD’s Research and Engineering Center for Chemical and Biological Warfare Defense located at Aberdeen Proving Ground. His work at Noblis has included supporting both DOD and DHS and he has worked on both medical and non-medical studies which have frequently involved emerging threats. He has served on the DHS S&T CB Division Review Panel where he has provided observations and advice on the Department’s CB science and technology activities. Also in support of DHS S&T he has assisted in the coordination of risk based actionable items throughout the interagency community bringing Agencies such as DOD, EPA and USDA in concert with DHS.

In his forty year career he has held executive positions in both the public and private sectors. In his final DOD assignment he served as Director of ECBC for a ten year period. In this capacity he oversaw the efforts of over 1,500 scientists, engineers, and technicians in activities that spanned the entire acquisition life cycle, from research through development and procurement and to include support to warfighter operations and to chemical weapons demilitarization activities.

As Director he transformed ECBC from having strictly an Army centric focus to being a vital national asset in countering WMD. He enabled ECBC to develop important relationships with several domestic Agencies, including the FBI and DHS. He organized critical CB domestic preparedness activities in the late 90’s, which accelerated dramatically subsequent to 9-11. In 2002 he was instrumental in enabling the newly created Department of Homeland Security to form a CB science and technology activity and was an architect in the establishment of the DHS S&T Chemical Security Analysis Center.

Mr. Zarzycki’s work has always dealt with hazardous materials including both personnel protection and environmental protection. In addition to advanced degrees in engineering and public administration, he also is a graduate of the Defense Systems Management College and is a licensed professional engineer.
