There is speculation that the Defense Department ignored proposals by the Defense Contract Audit Agency from two years ago that would have increased oversight of federal contractors – which could have led to big savings, watchdog group the Project on Government Oversight said.

But industry groups contend the recommendations, which would have given DCAA broader subpoena power, might not necessarily have struck the proper balance between transparency for the taxpayer and protecting contractors’ proprietary information.
