ACT-IAC recommendations for improving large-scale IT acquisitions

The American Council for Technology and the Industry Advisory Council released recommendations for government acquisition of large-scale IT systems.

Currently, the government’s acquisition strategy is “extremely high risk,” according to the ACT-IAC white paper (see below). The processing time for an acquisition takes too long in a timeframe when technology could evolve and missions could change. The two groups recommend that six months be the target time period between inception of an acquisition and delivery of the first product.

ACT and IAC identified the five main challenges in large-scale IT acquisition and offered solutions that are possible to implement within a 12 to 18 month period.
