Designing requirements for a big procurement at DoD involves three main elements: cost, schedule, and performance objectives. There are always trade-offs among those elements, and DoD is supposed to consider those trade-offs when writing requirements. But DoD isn’t as successful at doing that as Congress would like. Federal News Radio’s Francis Rose spoke with Mike Sullivan, director of acquisition and sourcing management issues at the Government Accountability Office, for details on where the Defense Department is missing the mark.
