Analysis: Costs of IRS cuts

IRS Commissioner Doug Shulman tells Congress if its cuts the agency’s budget by the proposed $600 million, it will lead to a loss of $4 billion in collected revenue. But Republican staff on the House Ways and Means Committee says that’s not true.
