Nations like to protect their local airlines, the so-called flag carriers flying their citizens around the globe. Yet the United States has agreements with 100 nations to allow carriers to inter-operate. Make that 101, because the State and Transportation departments just concluded an open skies agreement with Brazil. It’s all part of the Open Skies program. We wondered how two departments go about negotiating a deal. Joining us to describe the process is Susan Kurland, the Assistant Secretary for Aviation and International Affairs at the Transportation Department.
