The United States and Russia have a set of rules in place for keeping and maintaining nuclear weapons. This is a far cry from where they were two years ago. Paul Dean drafted portions of a new treaty that would help them get on the same page. Dean is an attorney-adviser in the Department of State’s Office of the Legal Adviser.

That work has made him a Service to America nominee in the National Security and International Affairs category.
