How do you save money and build a high-tech Navy ship at the same time? The answer is Value Engineering. We continue our series on the Defense Value Engineering Achievement Awards. Monday, we spoke with a team that builds mine-resistant vehicles for troops. Today, we hear from a person instrumental in building the Littoral Combat Ship.
