Some members of Congress have proposed making major changes to federal pay and benefits.

Tammy Flanagan, the senior benefits director for the National Institute of Transition Planning, joined In Depth with Francis Rose to discuss the changes and why it’s not all doom and gloom for feds just yet.

The rare bit of good news, she said, is that none of the legislative proposals, have taken effect yet. And the only one to actually be approved by Congress — an increase in feds’ retirement contributions included in the payroll tax cut deal — will only affect new federal employees.

Flanagan also discussed the mood of federal workers outside the Beltway.
