This funneling of the TaxPayer's money should be the central focus of the role of government, and its seemingly unlimited ability to pick and choose influence peddeling (sp). Combine the bottomless pockets (of course it's only a matter of time before that cliche' is tested for real) of the Bureaucracy along with its rule making function, well you gots yourself an Administrative State and all that that infers.
