    Why are we happy?

    If taxpayers are in such a hurry to balance the budget that the Government freezes salary for 2 years, why is the TSP Board happy that automatic enrollment (opt-out rather than opt-in) has raised participation in TSP. Isn't the Government providing MATCHING funds? Isn't the increased 1% participation rate mentioned in the article costing the Federal Government millions of dollars? Does the TSP Board get larger bonuses because the participation rate is up costing the taxpayer even more money?
