President

Jim Flyzik is the President of TheFlyzikGroup www.theflyzikgroup.com . The company specializes in Strategic Business Consulting, Performance Based Contracting Consulting and Training and Thought Leadership media events. The company assists small, medium and large companies in providing world-class government services. Jim also serves as the Chairman of the Information Technology Association of America Committee on Homeland Security. Jim also hosts the monthly radio program, The Federal Executive Forum on WFED 1050 AM and www.federalnewsradio.com .

Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.

Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.

Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.


Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.

Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.

Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.




Kshemendra Paul
Chief Architect

Office of Management and Budget (OMB)

In the role of Federal Chief Architect, Kshemendra is responsible for leading efforts around the Federal Enterprise Architecture (FEA). In this role, Kshemendra defines policy, guidance, and processes for agency enterprise architecture (EA); mentors and coaches agencies in their efforts; conducts oversight and assessment of agency completion, use, and results from their EA; works closely with the Federal CIO Council and in particular its Architecture and Infrastructure Committee; and provides the bridge at OMB between the FEA and information technology management and oversight, overall mission performance management, policy, and resource allocation. The scope of this role is the entire Federal Government with an annual IT spend plan of approximately seventy billion dollars. The purpose of the FEA is to ensure that our Federal IT investments are as transformative as possible in terms of being the critical enabler of a result-oriented, citizen-centered, and market-based Federal government.

Kshemendra is also the OMB lead with the Information Sharing Environment and the IPv6 initiative. He also supports OMB's other Information Technology policy, E-Gov, and Lines of Business initiatives.

Previously, Kshemendra served as Chief Architect for the U.S. Department of Justice (DOJ) and was also the Program Executive for the National Information Exchange Model (NIEM). In this role he led efforts around data standards and inter-operability across Federal, State and Local stakeholders. In particular, Kshemendra took a leadership role with the counter-terrorism, law enforcement, and homeland security Information Sharing Environment (ISE) and the development of its architectural framework and profile. This resulted in the adoption of NIEM as the basis for ISE information sharing

Kshemendra also served as the Co-Chair of the Services Subcommittee of the Architecture and Infrastructure Committee, where he was part of the team leading the development of the Practical Guide to Federal Service Oriented Architecture.

Kshemendra was honored with the Federal 100 award for his leadership with NIEM. This award recognizes the top executives from government, industry and academia having the greatest impact on the government information systems community. He and the other Federal members of the NIEM management team were also recognized with the Collaboration Award by the DOJ Justice Management Division.

Mr. Paul has over 23 years of experience in strategic planning, enterprise architecture, organizational management and systems development. Before joining the civil service in 2005, Mr. Paul was Group Architect and Product Manager with the Financial Industry Regulatory Authority (previously NASD). Prior to that, he was an active entrepreneur, co-founding LocalEyes (sold to AOL) and founding Andelina (sold to FoundryOne). He has participated as a member of senior management for a variety of other technology product and service companies.

He holds both Bachelor's and Master's Degrees in Electrical Engineering, and an additional Bachelor's degree in Mathematics, from the University of Maryland, College Park.




Vish Sankaran

Vish Sankaran was appointed Director of the Federal Health Architecture (FHA) program in the Office of National Coordinator for Health Information Technology in the Department of Health and Human Services (HHS) in March 2007. As FHA director, he has driven collaboration amongfederal agencies to advance the adoption of interoperable health IT in order to allow for the secure exchange of health information within the federal government, and with state, tribal, and local governments and the private sector. This goal is being achieved through initiatives that provide federal businessneeds management, and systematic investment planning, reporting and interoperability architecture.

Under Mr. Sankaran's leadership, FHA has worked with federal agencies to rapidly and efficiently implement government-wide solutions for interoperable and secure health information exchange that address agency business priorities while protecting citizen privacy. FHA serves the needs of more than twenty federal agencies in domains as diverse as military and veterans' healthcare, public health monitoring, long-term care and disability services, research, tribal health services and many other critical federal priorities.

Before arriving at HHS in 2005, Mr. Sankaran worked in the private-sector healthcare technology field. He was the director of IT and product operations at CareScience Inc, a healthcare application service provider that helps hospitals and health systems improve care management, clinical performance and data sharing. While at CareScience, he developed strategies to achieve organizational goals, built cohesive teams, increased operational efficiency and reduced costs. In that position, he administered architecture and operations of healthcare software products, including health information exchange solutions.




Scott Bernard
Deputy CIO, Director of IT/ISSO
Federal Railroad Administration
Department of Transportation (DOT)

Scott Bernard has over twenty years of information technology management experience including work in the academic, government, military, and private sectors. He currently serves as the Deputy Chief Information Officer of the Federal Railroad Administration within the U.S. Department of Transportation. Prior to this, he has held positions as an IT management consultant, network operations manager, telecommunications manager, and project manager for several major IT systems installations. He has started an enterprise architecture and IT capital planning practice for a technology management firm, developed his own consulting practice, and has lectured on the topic of enterprise architecture world-wide.

Dr. Bernard is also an Assistant Professor of Information Studies and the Director of Graduate Programs in Washington DC for Syracuse University's School of Information Studies. He has developed and taught courses on Enterprise Architecture; IT Security Architecture; and the Chief Information Officer position. His areas of research include organizational theory, technology management, enterprise architecture, and information assurance. Dr. Bernard wrote the first textbook on enterprise architecture, which is currently in use at a number of universities and training programs. He created the EA3 Cube TM architecture framework and implementation methodology as well as the design for an on-line architecture documentation repository called Living EnterpriseTM.

Dr. Bernard lectures regularly in the Executive Program of the Institute for Software Research International at Carnegie Mellon University's School of Computer Science where he developed a training and certification program in enterprise architecture. He is also the Chief Editor of the Journal of Enterprise Architecture.

Dr. Bernard earned his Ph.D. at Virginia Tech in Public Administration and Policy; a master's degree in Business and Personnel Management from Central Michigan University, a master's degree in Information Management from Syracuse University, and a bachelor's degree in Psychology from the University of Southern California. He is a graduate of the United States Naval War College, and earned a Chief Information Officer Certificate and an Advanced Program Management Certificate from the National Defense University. Dr. Bernard is a former career naval aviator who served on aircraft carriers and with shore squadrons, led IT programs, and was the Director of Network Operations for the Joint Chiefs of Staff at the Pentagon.




Craig Muzilla
Vice President

Craig Muzilla is Vice President, Middleware Business Unit at Red Hat, where he is responsible for the overall middleware and JBoss product business. Craig has extensive experience leading businesses that provide Java, SOA, application integration and data integration middleware software products. He provided leadership establishing early Web services industry initiatives, and has led strategy, product management, marketing, and business development for many middleware software companies.

Prior to Red Hat, Craig was Senior Vice President at MetaMatrix, a leader is data services middleware that was acquired by Red Hat. Craig was also vice president at Avaki Corporation (now Sybase) and Bowstreet (now IBM). Craig holds an MBA degree from Boston University and a bachelors degree from Ohio State University.



Andy Hoskinson
Vice President & Partner
Technology Strategy and Consulting
Unisys Federal Systems

Andy Hoskinson is the vice president for Federal Systems Technology Strategy & Consulting. In this capacity, he is responsible for leading Federal CIO consulting engagements in the areas of IT strategic planning, enterprise architecture, and IT portfolio management. He also works with the company's executive team to formulate the strategic roadmap for the Federal IT market segment, and oversees the creation of new solution offerings and intellectual capital.

Andy has extensive information technology experience, with more than 22 years of public and private sector experience. He has held numerous leadership positions in the IT industry including senior manager for a "Big Five" consulting firm, vice president of engineering for a software product company, and senior technical director for an Internet professional services firm. Since joining Unisys in 2002, Andy has supported numerous public sector organizations at the federal, state and local levels, including the Transportation Security Administration, Department of Homeland Security, General Services Administration, Centers for Medicare & Medicaid Services, Department of Defense, Commonwealth of Pennsylvania, and the White House Office of Management and Budget.

Andy is active in the Industry Advisory Council Enterprise Architecture Shared Interest Group (IAC EA SIG), and served as the IAC EA SIG representative on the Categorization of Government Information (CGI) Working Group, U.S. Federal Interagency Committee on Government Information (ICGI). In this role, he assisted this group in implementing section 207 of the E-Government Act of 2002. Andy is a prolific inventor, having most recently developed an innovative, patent-pending enterprise architecture visualization technology. He has co-authored three software development books and numerous articles for software industry trade journals, and is a frequent speaker at industry events.

Andy is a decorated combat veteran of the U.S. Army and served as a field artillery officer in the United States, Europe and the Middle East. He has a bachelor's degree from the University of Virginia and a master's degree from Mississippi State University. His areas of expertise include enterprise architecture, IT portfolio management, IT strategic planning, E-Government, Federal CIO consulting, web development, data mining, business intelligence, and intellectual property portfolio management.
