Thomas Beyer is a Principal with Deloitte Consulting and currently serves as Technology Solutions lead for the Public Sector Emerging Markets segment. He has over 20 years as both a management consultant and as a technology leadership practitioner.

Prior to the acquisition of BearingPoint by Deloitte Consulting in May2009 Mr. Beyer served as a Managing Director in BearingPoint's Middle East and North Africa (MENA) sector where he led the MENA Consulting Group. In his role Mr. Beyer was responsible for setting the solution strategy & development across all MENA countries and industries and for overseeing delivery activities in the MENA region.

In addition, Mr. Beyer served as lead for the Global eGovernment Competency Program. In this role he was responsible for the delivery of global solutions in the areas of eGovernment with a particular focus on the integration of government planning processes, performance management, budget & performance integration, and financial management.

During his career Mr. Beyer has monitored, practiced and shaped eGovernment and IT strategies for governments around the world. His pragmatic and analytical approach has made him a thought leader in the areas of eGovernment, risk & compliance and integrated enterprise planning practices.

During his time at BearingPoint Mr. Beyer served as executive sponsor for the Council of Excellence in Government's CFO SAGE program where the firm acted as corporate sponsor. The program is designed to bring together former and current public sector CFOs and other senior financial management leaders into a live community that provides thought leadership and strategic advice to incoming and newly appointed CFOs.

Prior to joining BearingPoint Mr. Beyer was President and Founder of Alinghi Consulting - a management consulting firm specializing in enterprise architecture and integrated enterprise planning service offerings for the Federal Government. Prior to this Mr. Beyer held positions at Deloitte & Touche Consulting, The BaaN Company and KPMG Consulting.

Mr. Beyer holds a Masters Degree in Chemical Engineering from the Technical University of Berlin/Germany.



Sidney L. Kaplan
Deputy Assistant Secretary for Strategic and Performance Planning


Sid Kaplan is a member of the Senior Foreign Service and is the most senior ranked Financial Management Officer in the Foreign Service. Sid began his career in the Federal Government in 1980 and joined the Foreign Service in 1986. He has served in a variety of overseas locations including the Philippines, Mauritania, Turkey and the United Kingdom, as well as in Washington.

From 1995 to 2000, he was the Managing Director of the International Financial Services Directorate, responsible for all activities at the Department's three regional financial service centers in Paris, Bangkok and Charleston. From August 2000 to June 2001, Sid was a member of the 43rd Senior Seminar, the Department's executive leadership program available to senior foreign policy and national security officials of the international affairs agencies of the USG. After returning to the Financial Management bureau in July 2001, Mr. Kaplan led the Department's efforts to consolidate the Financial Service Centers and expand the Charleston Financial Service Center.

He was appointed the Department's first Deputy Assistant Secretary for Strategic and Performance Planning in 2002 and in 2008 designated as the first Performance Improvement Officer. Sid has received numerous Meritorious and Superior Honor Awards, and Senior Performance Pay. He has a bachelor's degree from the University of Hartford and a master's degree from Michigan State University.
