Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.
Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.
Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.
Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.
Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.

Prior to becoming Administrator, Ms. Evans was the Chief Information Officer for the Department of Energy. There she was responsible for the design, implementation, and continuing successful operation of Information Technology (IT) programs and initiatives throughout the Department and its offices. During this time, Ms. Evans was also the Vice-Chairman of the Federal Chief Information Officers Council. Elected to this post in December 2002, she coordinated the Council's efforts in developing federal IT programs and improving agency information resource practices.
Before joining Energy, she was Director, Information Resources Management Division, Office of Justice Programs (OJP), U.S. Department of Justice, Washington, D.C., where she was responsible for the management and successful operation of the Information Technology program. OJP's bureaus and offices provide funding opportunities for initiatives such as Safe Schools, Safe Start Program, Community Prosecution, Native American Tribal Courts and other programs of high local, state and national interest. Key accomplishments included the implementation of an on-line grants management system to process grants from discretionary, formula and large block grants programs, to streamlining capabilities to ensure for the expeditious processing of claims benefits to families of public safety officers after the September 11th attacks.
She is a 20 year veteran of Government service with responsibilities ranging from GS-2 to SES, working with several agencies, including the National Park Services, the Office of Personnel Management, and the Farmers Home Administration (FmHA) of the Department of Agriculture.
Prior to joining OJP, she served as the Assistant Director for Information Services at DOJ headquarters, where she successfully managed Internet resources for the Department, including electronic mail services and security. While at FmHA, she served as the acting Deputy Assistant Administrator for Management Information Systems, Deputy Director for the Applications Management Division and the Chief of Emerging Technology, where she managed the implementation on a nationwide basis, from inception to continuing operations of several critical automation systems.
She holds a Bachelor's degree in Chemistry and a Master of Business Administration degree from West Virginia University.

Prior to his appointment to this position, he was the Chief Information Officer of the Bureau of Immigration and Customs Enforcement, Associate Commissioner of the Office of Information Resources Management and the Chief Information Officer of the U. S. Immigration and Naturalization Service (INS). Scott also served as the Assistant Commissioner for the Office of Records Services, INS, during which time he created a National Records facility and centralized operations for holdings in excess of 25 million active files.

In addition to his duties as CIO, Mr. Wennergren is the Chair of the Department of Defense Identity Protection and Management Senior Coordinating Group, which provides senior oversight and coordination of biometric, smart card, and PKI initiatives across the entire Department of Defense. He also serves as the co-chair of the Federal CIO Council Best Practices Committee.
Prior to his current assignment, Mr. Wennergren served for four years as the DON Deputy CIO for Enterprise Integration and Security, where he was the Department's champion for eBusiness, process reengineering, knowledge management, information assurance, critical infrastructure protection, the IM/IT workforce, privacy, smart cards and Y2K. Prior to that assignment, he was the Head, Plans and Policy Branch (N464), within the Shore Installation Management Division, Office of the Deputy Chief of Naval Operations (Logistics). He was responsible for shore installation strategic planning and policies, as well as the Navy's shore restructuring efforts, regionalization, installation claimant consolidation, privatization, interservice support and interagency partnering efforts. Mr. Wennergren served as the Economic Support Team Leader on the Department of the Navy's Base Structure Analysis Team (BSAT) during the Navy's Base Realignment and Closure (BRAC) process for BRAC-93 and BRAC-95, responsible for developing and defending all DON return on investment, economic impact and community infrastructure impact analyses. From 1985 until 1992, he worked in the Office of the Deputy Chief of Naval Operations (Logistics), where he was responsible for Commercial Activities Program planning and review. In 1991, he participated in the Navy's BRAC-91 process. He also worked as a management analyst at the Naval Industrial Resources Support Activity and the Naval Air Technical Services Facility in Philadelphia.
Mr. Wennergren received his B.A. in Communications/Public Relations from Mansfield State University. He was a recipient of a Secretary of the Navy Civilian Fellowship in Financial Management, culminating in a Masters degree in Public Sector Financial Management from the University of Maryland's School of Public Affairs. He has received both the Department of the Navy Superior and Meritorious Civilian Service Awards, the Secretary of Defense Meritorious Civilian Service Award, and the Office of the Secretary of Defense Exceptional Civilian Service Award. Other IT leadership recognition includes being selected as the Government Computer News 2005 Defense Executive of the Year, as well as receiving the Federal Computer Week FED 100 Award (twice) and the Computerworld Premiere 100 Award. He is also honored to have worked in two organizations, including DON CIO, that were awarded the Department of the Navy Meritorious Unit Commendation.

Wagner co-chaired the federal government's first interagency electronic commerce effort, directed telecommunications at the Treasury Department, evaluated telecommunications issues at the Office of Management and Budget, and evaluated the economic impact of regulations at the Environmental Protection Agency. He has been a senior manager in information technology and telecommunications at GSA. Marty Wagner has undergraduate and graduate degrees in economics and engineering from Princeton University. He has consulted on economic and technological issues for the space program.

Prior to joining Nortel Government Solutions, Mr. Schambach was the founding Associate Under Secretary for Information Technology and CIO of the Transportation Security Administration (TSA). TSA was created in response to the events of September 11, 2001, to federalize security operations at airports and other modes of transportation. Mr. Schambach joined TSA in February 2002 as one of its first permanent employees. TSA subsequently moved from the Department of Transportation

Prior to joining TSA, Mr. Schambach was the Assistant Director, Office of Science and Technology, and the CIO of the Bureau of Alcohol, Tobacco and Firearms (ATF) for just over five years. Prior to ATF, he spent over 24 years with the United States Secret Service. While at the Secret Service, he was the Deputy CIO and served in a variety of roles related to technology support. Mr. Schambach was appointed to the Senior Executive Service in 1988.
In March 2003, Mr. Schambach was honored for the second time in his career as one of the "Federal 100", the group of 100 executives from government, industry and academia found by the Federal Computer Week trade journal to have had the greatest impact on the government systems community. In addition, he received the prestigious 2003 Eagle Award, presented to the one federal executive in the group to have had the single greatest impact on the federal IT community. In October 2002, he received the Presidential Rank Award of Meritorious Executive for the second time in his career. In June 2002, he was presented with the Executive Leadership Award by the Association of Federal Information Resources Managers (AFFIRM), that organization's most prestigious annual award. He served for several years as the Co-Chair of the Treasury Department CIO Council, was a popular speaker at federal IT events, has testified in several Congressional hearings, and has appeared in numerous publications and broadcasts related to government technology issues.
